π¨ The Comptroller and Auditor General (CAG) of India has flagged major financial irregularities in Bihar’s spending for FY 2023β24. Here’s what every citizen must know π
π Key Findings from the CAG Report:
π΄ βΉ70,877 crore β Funds disbursed, but no Utilisation Certificates submitted
β‘οΈ No proof the money was actually used for intended purposes
β‘οΈ Risk of embezzlement, misappropriation, or diversion of funds
π΄ βΉ9,205 crore β Advance withdrawn, but no spending details submitted
β‘οΈ Over 22,000 bills pending
β‘οΈ Ghost expenditures? Financial discipline totally broken
π΄ βΉ31,663 crore β Budget allocated for central schemes, but not used
β‘οΈ Nearly half of the unused funds belonged to Central Government schemes
β‘οΈ Poor implementation or hidden agenda?
π Other Serious Concerns:
- βΉ11,000+ crore in supplementary grants taken but never used
- βΉ16,000+ crore given as power subsidies β but no audit trail to verify who benefitted
- βΉ53 crore in off-budget borrowing done through PSU, bypassing the state’s main fund
- Budget deviations of over 25% in multiple departments
π Broken Systems & Rules:
- Non-compliance with Indian Government Accounting Standards
- 4 PD Accounts worth βΉ1.54 crore not migrated to the official financial system
- Majority of new borrowings used to repay old loans, not build anything new
- Fiscal deficit exceeds legal limit (4.17% vs allowed 3.5%)
π€― What This Means:
This isn’t just mismanagement. It creates fertile ground for scams:
- No audit trail for huge sums of public money
- Fake or inflated bills possible
- Development projects left incomplete
- Taxpayer money potentially misused
π£οΈ Itβs time we ask:
Where did the money go? Who’s accountable? When will we see action?
